Furthermore, since Robert Trent Jones II has experience designing a golf course on a reservation, the course will be environmentally friendly, disturbing or altering the land as little as possible. Of Course is designed for high-end motor coaches and will offer an array of lots that can accommodate park models, a recreational vehicle, or both the park model and the recreational vehicle. The resort will have more than 500 lots that will line the private golf course or offer scenic views of the area's mountains. Rizzotto offers 99-year leases so that guests will never have to worry about utility bills, property taxes or other ownership hassles. Rizzotto examined other high-end motor coach resorts to ensure that Of Course's amenities were their equal or superior. The resort will feature a clubhouse with shops, a market, a fitness center and a practice area. Rizzotto also plans for a valet service for golf carts and a beverage cart that will make its way around each guest's lot. Teec tees up for ‘Hole in Juan’ development - 3/21/08 By Kathy Helms
TEEC NOS POS— Jeanne Rizzotto has heard all about fast-talking bilagaanas coming to Navajoland, using Navajo startup money to create businesses, and then skipping out, leaving the Nation holding the bag. It’s a handicap, but one she hopes to overcome. Rizzotto, owner of Century 21 in Red Lodge, Mont., received permission last week from Teec Nos Pos Chapter grazing permit holders and families to use 401 acres along the San Juan River for development of the “Hole in Juan” RV Resort, a Robert Trent Jones II 18-hole championship golf course and upscale recreational vehicle park. “They always ask me, why am I doing this?” Rizzotto said, and launched into an explanation of the U.S. court system. “I told them, ‘I don’t know if you know our system, but we have a jury of 12. Why they have it is they believe that out of every 100 people, one of them is innocent. You know what? I’m number 100. And if you don’t take advantage of me, you’re going to have to meet another 99 people. So come on you guys — take advantage of me. I’m a nice person.’” She invited them to Google her, brought them her financials and performas, told them how much money she’s worth, and offered to provide a bank letter of credit for $50 million to assure funds for the project. Teec Nos Pos Delegate Francis Redhouse said Rizzotto and staff met with the families of Dick and Ella Shorthair and walked the designated areas. “She has committed to use her own money in the development, will provide training for personnel, and even assist in the development of the Five Management Plan System for Teec Nos Pos Chapter for certification,” Redhouse said. “The community has been inspired and energized that finally economic development will happen in Teec Nos Pos. The projected revenue when the operation becomes a reality would be near $90 million and 10 percent shared revenue would be to Teec Nos Pos community,” he said. Rizzotto studied 30 RV resorts in Florida, Texas, Arizona, New Mexico and California before putting together her concept. She has been working with several chapters and plans to do at least a half-dozen RV resorts on the Navajo Nation. “My goal is not only to implement the first RV resort in the United States with a Robert Trent Jones II golf course, but to also give back to the Nation and the community — something long overdue,” Rizzotto said. Her company, Of Course RV Resort LLC, is expected to break ground April 1 on a nine-hole golf course and resort in Red Lodge for owners of high-end recreational vehicles. “I have 522 lots proposed. We already have 203 buyers right now, pending their review and approval of the lease,” she said. “Of Course lots are 50 feet by 60 feet for the park models or RV, and then Port Homes — that have a park model and an RV on it — are 60 by 75,” she said. The park models resemble log cabins and the lots range from $129,900 to $399,900. This includes a 99-year lease. “At Hole in Juan, the park models will look like hogans. And we’re putting up a 50,000-square-foot-building for Teec Nos Pos to build them. They don’t have to just sell them to us, they can sell them to anyone in any other state.” Because there is more space at Hole in Juan than at the Montana resort, the lots will range from 50 feet by 75 feet to 75-by-75. Rizzotto has made a presentation to Cameron Chapter for a second site, Canyon ParForFore, to be located about 15 miles from the entrance to the Grand Canyon. While some may be skeptical of building a golf course in the middle of the desert, Rizzotto is unfazed. “There are so many systems you can use and make whatever you have available work. These landscape guys that actually do golf courses say that if you have a water issue, ‘we just need to know what it is and then we’ll make the golf course work for you,’” such as through use of storage tanks and drip systems. During the four months of the year when golf courses typically are closed, the water would be stored. “Or they do reservoirs and they put tops on them, so your ponds are actually reservoirs. You don’t want the water you have to evaporate, so you put the tops on them for long periods of time so you don’t lose any water.” With the Cameron proposal, there are several options, including taking water from the gorge. However, Rizzotto said, there are so many minerals in it, it kills the grass. “It’s a very expensive process, but there is osmosis which takes the minerals out and you can use the water. “No matter what you do, it’s all going to cost money. There was a well test done there a while back. They had to go 6,000 feet. So it costs you $500,000 for a well instead of $20,000.” Another option is to pull it up from the aquifer in Tuba City and run water lines. “One of the reasons I like that idea is because once it goes through there at my expense, anyone can hook up to it,” she said. Delegate Evelyn Acothley, who represents Cameron Chapter, said, “We’re still talking about it. The community really doesn’t trust anyone. They just want to make sure these are the right people to work with. “The problem we have is we don’t have the quality of water, and electricity is another issue. They said, ‘We’ll help you get it. We have the money.’ So the benefit for the community is there, but the people want to make sure they trust Jeanne’s organization. They want to get to know them first before they say yes to anything,” Acothley said.
Casino in Teec Nos Pos future? - 3/6/08 By Kathy Helms WINDOW ROCK — While the majority of Navajo Nation chapters are still trying to get certified, Teec Nos Pos is forging ahead with development plans in hopes of becoming “the point of destination” in the Four Corners area of the reservation. Teec Nos Pos Council Delegate Francis Redhouse said this week that 16.8 acres of land located at the corner of U.S. Highway 160 and New Mexico Highway 64, have been withdrawn. “It’s clear for development and ready to go. The community wants that developed, and based on the feasibility study, they’re planning for a motel and a restaurant,” Redhouse said. Redhouse said two investors already have come forth. “Navajo Arts and Crafts is interested in developing a travel center, a restaurant and a motel. The third phase would be a casino. Golf course? “She’s willing to put up her money in terms of pursuing this particular project,” he said. “It’s up now to the Teec Nos Pos membership along with Teec Nos Pos Planning, Economic, and Zoning Commission, which came out of the Community Land Use Planning Committee. “They renamed it because that’s exactly what it talks to — planning, economics and zoning — because they were given that responsibility when we got certified. I think we’re more advanced than all the other chapters — they’re still ‘CLUBing’ and we’re moving right along.” The land for the golf course has not been withdrawn, nor have the grazing permit holders been contacted yet as the plan is still in development. Nevertheless, Redhouse said, the intent is to bring revenue to the Nation and Teec Nos Pos so it can be used for community development of infrastructure, housing, senior citizen and veteran services, as well as scholarships. The hurdle for developers will be convincing the community and the Commission to give them a resolution of endorsement and working with the Division of Economic Development under the Regional Business Development Office out of Aneth to pursue the necessary paperwork to proceed with the plan. “We want to get the approval from the community so we can proceed with the project as soon as possible,” Redhouse said. Casino? “We’re expecting that to happen, at least beginning the initial planning, within the next five years,” Redhouse said, which could mean additional traffic that would justify a casino. Teec Nos Pos is not looking at a huge casino that is set up like any other establishment,” he said. “We’re looking at approximately 50 to 600 machines that would be set in that location. I would rather see casino revenue flowing into the Nation on the Nation’s land than to give it to Fort McDowell and Tohono O’odam and other tribes. “They’re generating revenue, they’re bringing more people to their casino, and we’re going there to use our own machines. It doesn’t justify anything at all,” he said, whereas a casino in Teec would generate local employment with good benefits. “There is more growth that could be done.” According to the statistics, within the Northern Agency, Teec Nos Pos has been chosen the second growing economic development site, he said. “We want to pursue that as soon as possible so the benefits can go to my people, Teec Nos Pos, can go to the Nation, and also bring visitors. We want Teec Nos Pos to be the point of destination, that’s what we’d like.” Monument? “Ron Haven, myself and Herb Yazzie have met with the Four Corners Heritage Council in further discussion of the proposed development for Four Corners Monument. There is still money available in terms of those who made the donations, like the Ute Mountain Ute Tribe, the city of Cortez, the Navajo Nation and also U.S. Parks. “The Navajo Nation, Navajo Parks and Recreation, along with myself, plan on meeting with the Ute Mountain Ute Tribe to bring back the discussion with hopes of a resolution to agree on the revised memorandum of understanding so that construction of the Four Corners project can begin.” If any future litigation arises regarding the 37th parallel, he said, that would be separate from development of the project and would be written into the revised MOU. “If it’s acknowledged by the Ute Mountain Ute Tribe to put it that way, I don’t think we will have any problems in developing the project, at the earliest stage, between now and 18 months,” Redhouse said.

Groundbreaking at Of Course RV Resort LLC is not expected to take place until spring this year and so far there are 203 interested buyers, according to project owner and developer Jeanne Rizzotto of Red Lodge. The plan clearly shows the 190 acreage comfortably housing 522 sites for homes and RVs, along with an acre-sized club house and a huge practice area complete with a bunker area that resembles a bear paw. There is also a water treatment facility and a golf maintenance facility. Within this site will be a nine hole golf course with five lakes built by world renowned golf course designer Robert Trent Jones II, of Golf Course Architects. In a letter to Rizzotto from John Strawn, the chief executive officer of Golf Course Architects, he states that the company will “look forward to working with you on all of your projects.” In the letter Strawn also stresses the environmentally friendly philosophy the company adheres to, outlining previous installations including Bodega Harbour in California with its wetland areas, and tropical settings in the Philippines and Thailand.

The area will be called Of Course RV Resort LLC, and feature the work of Robert Trent Jones, the country’s leading golf course architect. Groundbreaking for the venture will start in spring and the project is expected to be completed in the fall. Heading up the project is Jeanne Rizzotto, owner of Century 21, the Summit in Red Lodge. ”This is the first RV resort in the United States with a designer golf course,” said Rizzotto. The resort will cater to “very high end RVs, like coaches,” said Rizzotto. There will be three types of lots available to accommodate either;
Prices will range from $129,999 to $399,999 depending on what type of home is built and where it is in relation to the fairway. The resort will be completely self-contained, and feature an acre sized club house with shops, a market and a 24-hour gym.Rizzotto is excited about the plan, saying it is a “brand new concept.” ”There are very few of these resorts in the cooler climates,” she said. “This will bring a lot of money to the town of Red Lodge.” A second unknown location is planned for the next 9 holes. Both courses will be private and not open to the public.
